A San Tan Valley man was arrested Sunday after police say he drove erratically across Maricopa, struck other vehicles and attempted to flee the city before being stopped on State Route 347.
Kelvin Lee Freitas, 40, was taken into custody near Riggs Road after multiple agencies tracked the vehicle, according to court records.
Maricopa Police Department officers were dispatched about 5 p.m. to the area of Porter Road and Smith-Enke Road for reports of an erratic driver. Callers reported a black sedan with Ohio plates hitting a median multiple times and driving dangerously. Police received several calls about the same vehicle.
A woman later reported the vehicle rear-ended her and tried to leave the scene. While officers were responding to that call, another caller reported the suspect car had “rammed into her vehicle” before heading north on SR 347 out of the city.
At about 6 p.m., Gila River Police Department officers located the sedan and detained Freitas near SR 347 and Riggs Road. MPD officers responded to assist.
Police reported finding multiple open liquor containers in the vehicle and a closed container in Freitas’ front pocket. Officers said he was unable to walk on his own. Standard field sobriety tests were not conducted due to safety concerns.
According to court records, Freitas said he did not understand his Miranda rights and refused to make a statement. Officers noted a strong odor of alcohol.
A witness told police they observed the vehicle driving on the wrong side of the road near Chase Drive and recorded video of the behavior.
Police also determined Freitas was driving on a suspended license related to a prior DUI offense. Records show he had been arrested twice earlier this year on aggravated DUI charges. Public records show decades of DUI cases in Arizona and North Dakota, as well as incidents dating back to when he was under the drinking age in Oregon in 2005.
Freitas was taken to Exceptional Community Hospital for a blood draw after a warrant was obtained, then transported to the Maricopa Police Station for processing. He was later booked into the Pinal County Jail.
Charges include three counts of aggravated DUI, reckless driving, open container and hit-and-run. Additional charges are pending blood test results, according to court records.
Two criminal counts are sealed in a separate Maricopa County Superior Court case filed March 31. A preliminary hearing in that case is scheduled for May 7. The extreme DUI case is being transferred from Western Pinal Justice Court to Pinal County Superior Court.

Finally we got another car incident. I was thinking that it had been oddly too long since the last one.
What a long record for the same time after time crime. Will he be in jail now? Or get out again until someone dies by him?
Well I hope some Judge doesn’t release him back into civilized society to perhaps kill some innocent person(s) some day in the future.
He isn’t going anywhere. He also has an open case in MN where he never reported for jail as per his plea agreement for another prior DUI and felony evasion. Also, I have word that during his 2nd DUI in Maricopa County, he physically assaulted the officer(s) that were to apprehend him.
