
The City of Maricopa has hired a new leader to oversee how the city prepares for disasters and coordinates large-scale emergencies.
Angela Eastman has been named manager of the city’s Office of Emergency Management and Public Safety Innovation, according to a Thursday announcement. She will lead efforts to strengthen emergency preparedness, disaster response coordination and community resilience while working alongside police, fire and regional partners.
Eastman brings more than 20 years of experience in emergency management and large-scale event operations. Most recently, she served as an emergency preparedness coordinator with Washington County Public Health and Environment in Minnesota, supporting planning and response for a population of more than 250,000 residents.
Her background also includes roles with Ramsey County Homeland Security and Emergency Management and operational support for the City of Minneapolis Office of Emergency Management during Super Bowl LII.
Over her career, Eastman has helped coordinate planning and operations for more than 2,500 major events, including nationally significant gatherings such as the 2008 Republican National Convention. Her work has included disaster response coordination, emergency exercises, response plan development and threat and hazard risk assessments.
“I am honored to step into this role with the City of Maricopa,” Eastman said. “I look forward to building on the strong emergency preparedness framework that has already been established within the community. When my husband and I moved to Maricopa four years ago, the city’s commitment to public safety was a major reason we chose to make it our home. I am excited to contribute to that legacy by strengthening programs that encourage both community-wide resilience and individual preparedness.”

Eastman is a Certified Emergency Manager and POST-certified Psychological First Aid Trainer who has delivered training and presentations nationwide. She has also volunteered locally with Maricopa’s Community Emergency Response Team program.
Her public safety work is paired with a creative side familiar to some Maricopa residents. In October, InMaricopa profiled Eastman’s elaborate Halloween displays inside her Province home, where she begins decorating each year on July 5 and spends months building out themed experiences.
The house has featured detailed setups such as a creepy carnival, complete with a ticket booth, fortune tellers, circus props and repurposed thrifted items like porcelain dolls and worn paintings. Eastman said that decorating serves as a creative outlet from her career in emergency management, with every room transformed for visitors during the Halloween season.
City officials said her experience and ties to the community position her to advance emergency planning initiatives, coordinate multi-agency response strategies and expand programs aimed at helping residents prepare for emergencies.
