An open letter to the residents of Pinal County

Pinal County Board of Supervisors Chairman Jeffrey McClure and Sheriff Ross Teeple say County Attorney Brad Miller exceeded his authority and misused public resources. [InMaricopa file]

To the Editor,

We are writing to update you about a case in Maricopa County Superior Court that addresses our serious concerns about how Pinal County Attorney Brad Miller has been using taxpayer money, time and resources.

As your elected leaders, we are responsible for protecting the public and safeguarding your investment in Pinal County. When those core responsibilities are jeopardized by the misconduct of one individual, we have an obligation to act decisively and advocate for this community – and we’re grateful for the opportunity to present our case to a judge on Friday.

Our position is clear: Mr. Miller has hired staff for new jobs that were never authorized, offered salaries that were never approved, and used public resources in ways that raise grave safety concerns. Most troubling, he entered into a contract in 2025 with the U.S. Department of Homeland Security without the knowledge or approval of the Board of Supervisors. These actions expose Pinal County taxpayers to substantial and unacceptable liability.

This is not a practical or responsible use of county resources. The County Attorney’s Office has 10 investigators whose primary role is to support criminal prosecutions. Diverting them to federal immigration enforcement would not meaningfully address that challenge. It does, however, weaken the prosecution of local crimes that directly impact our community.

Public safety works best when each office fulfills its legal role. Under Arizona law, the County Sheriff is the Chief Law Enforcement Officer for that respective county. For nearly 20 years, the Board has approved 287(g) agreements between the Sheriff’s Office and the Department of Homeland Security. These partnerships are structured, lawful and carried out by highly trained Deputies whose mission is to keep our communities safe.

The County Attorney’s role is different. That office prosecutes cases under Arizona law and represents county officials in civil matters. When those boundaries are crossed, it creates legal conflict, financial risk, and confusion that ultimately harms the public.

We have seen what happens when elected officials exceed their authority. Courts have made clear that the rule of law applies to everyone. Pinal County must hold itself to that same standard.

We run a fiscally responsible county government. The Sheriff’s Office operates within its budget while carrying out its mission under Arizona law. We expect the same discipline and respect for the law from every elected official, including Mr. Miller.

Pinal County is strongest when its leaders work together, respect their roles, and remain focused on what matters most: keeping our communities safe and using taxpayer dollars wisely.

    This is why the Board of Supervisors has to take action here, despite the opinions of some people here that it’s dumb for them to do so. If the Board of Supervisors doesn’t take action against legal issues, then it sets the precedent that it’s fine to overlook certain issues. Such a precedent is not something that is wanted.

  2. Why hasn’t the board of supervisors, on their own accord, approved a 287(g) with DHS? Your framing this argument as if Brad Miller is the bad guy but I believe, for political reasons, you as the board have not approved the 287(g) agreement. Maybe because your more concerned with the optics than with keeping Pinal county safe or giving law enforcement every resource they need to operate fully.

    Your more concerned about your record and your re-eections. Stop being politicians and do something useful for the people that pay taxes and contribute to our communities.

  3. I think the board has made it clear that they do not want our sheriffs deputies to become de facto ICE agents, which is exactly what the 287(g) does. This is clearly a decision that must be made by the board and the sheriffs office. In my opinion Mr. Miller has exceeded his authority here and I am looking forward to seeing how the courts handle this.

    I have to disagree with truthbetold as I feel that Mr. Miller is the one doing this for political brownie points, and the board is acting in our best interests in keeping our law enforcement focused on local law enforcement! Keep up the good work gentlemen!

  4. Brad Miller posted a Facebook video explaining how the Board created the HR problem, then scapegoated him. Worth remembering: McClure spent the primary flooding the Saddlebrook newsletter and other outlets with false attacks against Miller. Then, just before Miller was sworn in, McClure pushed through a Board vote for counsel independent of the County Attorney’s Office. Paranoid much, Jeff? McClure has a pattern of targeting Republican colleagues. Maybe his values come from his long times residences in Seattle, Los Angeles, and now “retired” in Arizona. So why is Rhinestone Cowboy “Sheriff” Teeple piling on? Maybe offense is the best defense. But what exactly are McClure and Teeple so afraid of? Time will tell.

Thank you Steve for the exposing undermined tactics by McClure.Yep,he campaigned as an R and rules with a D.Remember he was the one who suggested and pushed for Virginia Ross to resign her position and head up the HUGE mess in the Pinal county elections.Gave her 175,000.00 dollars for 4 months work AND if the elections turned the proper and accurate results she would receive a 25,000.00 bonus.Well the vote count was not accurate but the county attorney and the supes signed off on it anyway.It proved disastrous an Virginia Ross was paid the bonus,retired and moved to Texas where McClure said they could not find her to get the bonus back.And this put another black eye on the handling of the Pinal county elections dept.McClure IS a politician and lapdog to other interests that do not benefit Pinal county.But nothing will ever stop him.He works for lobbyists…not Pinal county taxpayers.
